This request seeks to begin the work of migrating Fire Station No. 6 to a fully staffed professional fire station with all the necessary skills and equipment. Note these expenses do not include construction costs or ongoing facility operating and maintenance costs.

Capital $542,000 (2025-2029), Operating $687,900 (2025 with ongoing annual operating costs).

This request is to internalize corporate security, which was a service previously provided by third parties, funded through a provincial funding stream that no longer exists. The transition would include the allocation of officers, creation of a CCTV monitoring/dispatch centre, vehicles, equipment, and training.

This request is to fulfill a key strategy within the City’s Extreme Heat Response Plan using Climate Action Reserve Funding to install and operate up to 10 public misting stations. This investment will increase public access to safe cooling space while prioritizing access to cooling amenities in areas of the city with greater heat vulnerability and exposure.

Operating $186,800 ($93,400 in both 2025 and 2026)

This request is to continue offering free downtown bike valet services Monday to Saturday using Climate Action Funding. The program started as a pilot in 2024 responding to the fact that residents identified concerns for bike security as a key deterrent to using bikes for urban transport. The pilot program proved successful with more than 2,000 bikes parked and overall positive response.

Capital $8,355,000 (2026-2029)

This request is for infrastructure enhancements to the multi-use pathway along Schubert Drive. While the City engages in needed dike and water main work, it would be optimal to also reconstruct 1 km of multi-use pathway not affected by the repairs and bring the entire pathway as close to current design specifications as possible. This may include the addition of barriers, path widening, new street lighting, and an offset from the steep riverbank in places.

Capital $5,858,000 (2026-2027)

This request is to increase the budget for a capital project along River Street. While the City engages in needed water and sanitary sewer upgrades it would be optimal to also complete a 1.5 m sidewalk, curb and gutter, add trees, and lay network fibre on the north side of the street. The proposed work will provide enhanced connectivity and safety for users accessing Exhibition Park, Charles Anderson Stadium, River Street Dog Park, and Exhibition Skateboard Park.

Capital $3,175,000 (2025-2027), Operating $120,000 (2027, ongoing)

This request is to expand the KFR training centre to provide training and cost-sharing avenues between KFR, the Community Services Division, and the RCMP. The expansion would include props, a shooting range, classroom expansion, a gymnasium, a scenario warehouse, and supporting infrastructure. The project could save hundreds of thousands of dollars annually that are spent sending firefighters and officers away for training.

Community Request - Operating $1,250,000 ($250,000 annually 2025-2029)

The Kamloops Central Business Improvement Association is requesting a Public Realm Improvement Fund to enhance the Downtown area of Kamloops. The Fund is designed to enhance the daily experiences of those living and working Downtown and to attract visitors. Potential projects to be funded include the addition of urban furniture, greenery, decorative lighting, trash receptacles, or larger seasonal events.
