City Administration uses a wealth of analysis and input in the yearly budgeting process to predict costs and plan five years out to meet our community's growing needs. Key factors affecting the City’s financial planning in 2025 include political uncertainty and change within provincial, federal, and international governments, inflation, and operational cost impacts, such as rising fuel prices and BC Hydro rate increases. Labour and supply chain issues are also affecting City costs.

Considering these factors and past trends, the City drafts a provisional budget using zero-based budgeting to determine the costs that are necessary to deliver on Council-approved service levels. (The City has predefined service levels for everything from how frequently your garbage is collected to how often we cut the grass on sports fields.
