*Council approved a scaled-down version of what was presented during public engagement. Rather than adding $5,858,000 to the capital project for major improvements (option 2), approved only adding the Community Network Fiber Extension to the existing project along with option 1, requiring $448,000.
Administration recommends increasing the funding allocated in the 10-year capital plan for the full road reconstruction of River Street. While the City engages in needed water and sanitary sewer upgrades it would be optimal to also complete a 1.5 m sidewalk, curb and gutter, add trees, and lay Kamloops Community Network fibre on the north side of the street. This corridor provides access to the Rivers Trail multi-use pathway, Exhibition Park, Charles Anderson Stadium, River Street Dog Park, and Exhibition Skateboard Park. The proposed work will improve the form and character of River Street, providing enhanced connectivity and safety for pathway users. The network upgrade would provide a secondary line between City Hall and the Kamloops Centre for Water Quality, establishing resiliency for continuous service in case of damage or maintenance.
COST: $5,858,000 in 2026-2027.
The funding source for this proposal is to be determined but would not impact taxation in 2025.
