Shubert Drive Multi-Use Pathway (Supplemental 25.05)
STATUS: Partially approved*
Tax Impact: 0%

*Council approved a scaled-down version of what was presented during public engagement. Rather than adding $8,355,000 to the capital project to include major improvements (option 3), Council approved the addition of the multi-use pathway only (option 2), requiring an additional $500,000.
Administration recommends increasing the funding allocated in the 10-year capital plan for infrastructure enhancements along Shubert Drive. The multi-use pathway along Schubert Drive is one of the most heavily used in the city. While the City engages in needed dike and water main work, it would be optimal to also reconstruct 1 km of multi-use pathway not affected by the repairs and bring the entire pathway as close to current design specifications as possible. This may include the addition of barriers, path widening, new street lighting, and an offset from the steep riverbank in places. Space constraints and conflicts with other infrastructure may limit options resulting in a varied level of service along the length of the pathway even with the added budget.
COST: $8,355,000 in 2026-2029.
The funding source for this proposal is to be determined but would not impact taxation in 2025.
