Capital Projects are part of the City's Civic Operations and help maintain or improve municipal infrastructure.

The following is a list of active and upcoming capital projects in Kamloops, which may be viewed to learn about the scope, timelines and estimated costs related to each, as well as resident and/or expected traffic impacts (if applicable). You may also ask questions or leave comments for the project team's consideration.

UPDATE FOR OCTOBER 7

Road closure:

  • Monarch Drive will be closed between Gleneagles Drive and McKinley Court from October 14–November 30. Follow signage and any direction from traffic control personnel on site.

Traffic pattern change:

  • Gleneagles Drive will be reduced to single lane alternating traffic when approaching either side of Monarch Drive. Follow signage and any direction from traffic control personnel on site.

Detours:

  • Vehicles can detour along Gleneagles Drive to Springhill Drive or via Gleneagles Drive to Summit Drive. Follow the posted signage.

Pedestrians:

  • The sidewalk on Monarch Drive, past Gleneagles Drive will be closed.
  • Pedestrians will be diverted to the opposite (south) side of the street. Temporary crosswalk lines will be painted across Monarch Drive (safely past the construction zone) to allow pedestrians to cross the road. Canada Post mailboxes will remain accessible. Traffic control personnel will assist pedestrians in the work area as needed.

No parking:

  • Parking will not be permitted around the intersection of Monarch Drive and Gleneagles Drive during bypass work. This will occur for 3-5 days. No parking signs will be posted during this work period.

Bus stop:

  • The bus stop on Gleneagles Drive north of Monarch Drive will be moved 50m north.

After hours:

  • When the crew is not on site, Monarch Drive will remain closed. The sidewalk in front of the construction zone will also remain closed to pedestrians. Traffic will flow as normal along Gleneagles Drive at Monarch Drive. There will be some thinning of the intersection at Monarch Drive to clear the construction zone. Follow cones and drive safely in the construction zone.

PROJECT SCOPE

The City of Kamloops has contracted Extreme Excavating Ltd. to perform sewer upgrades to the existing sanitary line between Monarch Drive and Waddington Drive, adjacent to Springhill Creek. The current sanitary line is aging and does not have enough capacity to meet the current demand.

The project will also include the creation of an access road at the corner of Gleneagles Drive and Monarch Drive, removal and replanting of trees and vegetation, reseeding disturbed areas outside of the road alignment, and upgrades to the walking path.

We are advising residents that this work is scheduled to begin in early October, with expected completion in December 2025.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some evening and weekend work required.

TRAFFIC IMPACTS

While some work will occur in the intersection of Monarch Drive and Gleneagles Drive, overall traffic impacts during this work will be minimal.

Please obey all traffic control personnel and signage when crews are in the area.

RESIDENT IMPACTS

Work will begin at Monarch Drive and end near Waddington Drive. The bulk of of the work will occur in the greenspace near Springhill Creek.

During the work, water service disruptions may occur. Impacted residents will receive advanced notification when any planned water shutoffs are scheduled.

Throughout the construction period, vibratory compaction equipment may be in use; therefore, any fragile items should be packaged or protected from damage due to vibration.

As this project location is in close proximity to streams, riparian areas, and wildlife, the City is abiding by an Environmental Management Plan that will help mitigate and minimize the potential for adverse environmental impacts, as well as provide best practices for how best to manage the work in this area.

PEDESTRIAN IMPACTS

For safety reasons, the green space and walking trail within construction zone will be closed for the duration of the construction project. Please obey all posted signage.

UPDATE FOR JULY 10

On Friday, July 11, paving work will occur on Hillside Drive North and McGill Road just past Bunker Road.

Expect single lane alternating traffic and frequent temporary road closures to allow the movement of paving and construction equipment. Paving is expected to begin around 8:30 am on Friday.

To avoid commuting slowdowns due to moving paving equipment and single lane alternating traffic, it is recommended commuters travel along McGill Road away from the construction zone to access Summit Drive.


UPDATE FOR MAY 21
From May 23 until June 20, construction will move into the south side of Hillside Drive North. During this time, Hillside Drive North will be single lane alternating traffic moving up to Bunker Road. Traffic control personnel will be used to guide traffic.

On Saturday, June 21, there will be a temporary road closure on McGill Road just past the Bunker Road intersection. McGill Road will be accessible for local traffic only starting at the University Drive intersection. Bunker Road will be closed and traffic will exit McGill the same way it entered.

Further, the Bunker Road Recycling and Yard Waste Depot will be temporarily closed on June 21 due to the road closure.

After June 21, please expect single lane alternating traffic along within the corridor of McGill Road and Hillside Drive North as contractors pave and restore the boulevard. This work is expected to be completed by the end of July.

Note: All dates are approximate and may change based on weather and other factors.


PROJECT SCOPE

The City of Kamloops has contracted BA Dawson Blacktop Ltd. to install a watermain extension along Hillside Drive connecting the 2088 pressure zone to the 1786 pressure zone through a pressure reducing valve station.

The result will be an upgrade to water servicing in the area and improvement of fire protection to enable development of high density residential and commercial lots.

HOURS OF WORK

We are advising impacted properties that work will begin in spring 2025, with expected completion in fall 2025.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some weekend work required.

IMPACTS

Throughout the project, water service disruptions may occur. Impacted properties will receive advanced notification when any planned water shutoffs are scheduled.

During construction, dust control measures will be in place, as heavy vibratory equipment will be used. Pack up fragile items to protect them from damage due to vibration. Expect heavy truck traffic and noise disruptions from construction equipment.

UPDATE FOR AUGUST 28

Work is scheduled to recommence on Lorne Street next week. To accommodate this work, a closure and detour will be in place on 7th Avenue from Tuesday, September 2, through Saturday, September 6 while crews build, install, and weld rail panels.

Residents on 7th Avenue will continue to have access during construction, and accommodations will be made as needed.

In addition, on Saturday, September 2, traffic will be single lane alternating on Lorne Street to support the unloading of materials.


UPDATE FOR JULY 14

Acres Enterprises has demobilized from site for a brief pause until Monday, August 11.

When the project restarts, road closures will temporarily recommence while the remainder of the work is completed.

Asphalt prep, paving, and restoration, including signage installation, will begin August 14, with overall project completion expected in September.


UPDATE FOR JUNE 13

A closure is planned at 7th Avenue and Lorne Street for construction for the Lorne Street Rail Improvement project. The closure should last 3 days while the construction crew reshapes the existing subgrade around the rail track. As of now, this is scheduled for June 16-18, but is subject to change. Please continue to monitor this page for project updates.


PROJECT SCOPE

The City of Kamloops has contracted Acres Enterprises Ltd. to perform rail safety improvements at CN Rail crossings on Lorne Street to accommodate improved safety for pedestrians, cyclists, and motorists to support the future cessation of train whistles.

The project is partially grant funded by Transportation Canada’s Rail Safety Improvement Program and will include the following elements:

  • Upgraded rail crossing warning systems at 7th Avenue and 8th Avenue
  • Lane reconfiguration and raising of the existing road profile
  • Excavation and fill works
  • Installation of fencing
  • Milling and paving
  • Line painting

HOURS OF WORK

We are advising residents that work is scheduled to begin in spring 2025, with completion anticipated in fall 2025.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some weekend work required.

TRAFFIC IMPACTS

Traffic will be temporarily impacted within the construction zone, including road closures, detour routes, and single lane alternating traffic patterns.

Please plan accordingly and obey all signage and traffic control personnel.

RESIDENT IMPACTS

During construction, dust control measures will be in place, as heavy vibratory equipment will be used. Pack up fragile items to protect them from damage due to vibration.

Expect heavy truck traffic and noise disruptions from construction equipment.

PEDESTRIAN IMPACTS

During construction, sidewalk closures may be in effect. Please obey all signage when navigating the area.

PROJECT SCOPE

The City of Kamloops has contracted Extreme Excavating to add a new water main along Sugarloaf Road and Lac Le Jeune Road to accommodate new development in the area, as part of the Southwest Sector Industrial Area Water Servicing Project.

The work, that will include undercrossing the Trans Canada Highway, will run from 3335 Sugarloaf Road heading east to 2165 Trans Canada Hwy West.

Initial preparatory work will occur in the first week of March 2025, with crews returning to start the project the week of April 14, 2025. Project completion is expected in spring 2026.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some evening and weekend work required.

IMPACTS

Hydrovac pre-locates will be performed from March 3-10 and therefore, motorists should expect rolling closures along Lac Le Jeune Road and Sugarloaf Road. As we move through the project, additional minor traffic impacts may occur.

PROJECT SCOPE

The City of Kamloops has contracted Extreme Excavating to add approximately 6.4kms of 600mm diameter and 450mm diameter gravity sanitary mains from Sugarloaf Road to Mission Flats Road.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some evening and weekend work required, until summer 2026.

PROJECT SCOPE

The City of Kamloops has contracted DW Builders to complete restoration work at St. Andrews on the Square, returning the building to its pre-damage condition while also incorporating upgrades to improve accessibility, code compliance, and overall functionality.

This restoration work supports maintaining a tangible link to the past, anchoring Kamloops’ identity and historical continuity, while providing a useful, functional space for events and gatherings.

In May 2024, the facility–the oldest public building remaining in the city–sustained fire damage, with most of the impact limited to the exterior and attic, while the interior was primarily affected by smoke and firefighting water.

HOURS OF WORK

The work will occur Monday through Friday, from 7:00 am to 5:00 pm, from early October 2025 to February 2026.

Some evening or weekend work may be required.

PROJECT IMPACTS

Surrounding commercial and residential properties can expect noise and truck traffic.

Traffic impacts are not expected during this project.

UPDATE FOR JULY 9:

The renovations at Brocklehurst Arena are currently in progress, and the timeline for re-opening has been extended to ensure the completion of the renovation and ice installation.

The arena closure will be in effect until July 25. Following that, flooding the rink will commence for approximately 7-10 days.

Project completion remains in August.


PROJECT SCOPE

The City of Kamloops has contracted Chandos Construction Ltd. and Yeti Refrigeration to build an extension to the Brocklehurst Arena and replace the existing ice plant. All work will be taking place at the northeastern corner of the arena, with materials and equipment using the back alley from Parkcrest Avenue for access.

We are advising residents in the area that crews will begin moving to site on Tuesday, November 12, and heavy equipment work will begin on November 19, 2024. Expected completion of the project is August 2025.

HOURS OF WORK

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm.

PROJECT BENEFIT

The project will seek to recycle waste heat from the ice plant into other building systems such as domestic hot water, snow melt, and pool heating.

This will reduce the building’s greenhouse gas (GHG) emissions by up to 48%.

RESIDENT IMPACTS

During construction, dust control measures will be in place, as heavy vibratory equipment will be used. Residents are encouraged to pack up fragile items to protect them from damage due to vibration. Residents along the northern vicinity of the arena can expect heavy truck traffic and noise disruptions from construction equipment.

USER GROUP IMPACTS

There will be minimal impact to user groups. The ice will unavailable for 2-4 weeks near the end of construction in summer 2025.

Otherwise, arena and pool operations will be unaffected.

UPDATE FOR AUGUST 29

The water park project is now complete! The water park is open daily from 10:00 am to 8:00 pm.

Due to forecasted temperatures, all City water parks will remain open until Sunday, September 7.


UPDATE FOR July 31

As part of the project, the park washrooms will be closed from 12:30 pm to 5:00 pm on both Tuesday, August 5, and Wednesday, August 6, as crews perform a sanitary tie-in that will result in a temporary water shut off.

Porta-potties will be made available to park users during the washroom closure. Thank you for your co-operation!


UPDATE FOR MARCH 17

Phase two of this project will begin on Monday, March 24, 2025, with the replacement of the water park. Expected completion is set for August 2025.

The water park, some adjacent green space, and a portion of the parking lot will be closed during this time.

Access to the north field, Hal Rogers Activity Centre, public washrooms, Gambles Pond, and baseball diamonds will not be impacted during phase two.

Access to the newly constructed playground is via grass only during phase two, as the accessible pathway won’t reopen until the project is complete.


UPDATE FOR NOVEMBER 22

The brand-new accessible playground has re-opened and is ready for play.

Use caution when using playgrounds during the winter months as surfaces could be slippery.

In spring 2025, crews will return to the park to begin work on the water park renovations.


PROJECT SCOPE

The City of Kamloops has contracted Urban Appeal to replace the existing McGowan Park playground (phase one) to include accessible play features, shade structures, and accessible rubber surfacing. We are advising the community that phase one is scheduled from September 23 to November 29, 2024.


Phase two will include the replacement of the current water park with a new recirculating system, new surfacing, and water features, and will occur from March to September 2025.

PHASE ONE IMPACTS

The playground, some adjacent green space, and a portion of the parking lot will be closed during phase one.

Access to the current water park, north field, Hal Rogers Activity Centre, public washrooms, Gambles Pond, and baseball diamonds will not be impacted during phase one.

PHASE TWO IMPACTS

The water park, some adjacent green space, and a portion of the parking lot will be closed during phase two.

UPDATE FOR JULY 17

Paving from Ida Lane to Serle Road will occur the week of July 23.

The following week, crews will return to complete sidewalk and letdown patches on the east side of Westsyde Road heading north.

As always, expect delays, allow for extra time, and obey all road signage and traffic control personnel.

UPDATE FOR JULY 2

Northbound paving from Stansfield Road to Ida Lane will take place Thursday, July 3, and Friday, July 4.

Southbound milling from Ida Lane to Serle Road is currently scheduled Monday, July 14, with paving to follow.


UPDATE FOR JUNE 13

Traffic will be reduced to two lanes between Franklin Road and Stansfield Road on June 17 and 18, as phase one of northbound paving occurs.

Looking ahead, milling in the northbound lanes from Stansfield Road past Ida Lane will take place the following week.

Traffic control personnel will assist in moving traffic through the area in a safe manner, but motorists are asked to please use caution and slow down.


UPDATE FOR JUNE 9

Milling of both northbound lanes on Westsyde Road from Franklin Road to Serle Road will occur on June 11 and 12. Please expect delays along Westsyde Road and some temporary impacts to side streets while the work occurs.


PROJECT SCOPE

The City of Kamloops has contracted BA Dawson Blacktop Ltd. to perform paving upgrades on Westsyde Road from Franklin Road to Harrington Road.

We are advising businesses, residents, and commuters that the work is scheduled to begin the week of May 26, with completion anticipated for August 2025.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some weekend work required.

TRAFFIC IMPACTS

Work will begin at Franklin Road in the northbound outside lane, move to the northbound inside lane, followed by the inside southbound and outside southbound lanes.

The work will end at Harrington Road in August 2025.

TRANSIT IMPACTS

Some impacts to transit may occur, most notably during milling and paving.

UPDATE FOR MAY 13

The new watermain has been completed and connected. Paving (bottom lift) will begin on May 14 in the northbound lane. The south and northbound lanes are scheduled for paving (top lift) on May 20 and 21.

Expect limited access to driveways for short durations during the paving work. Work hours are approximately 7:00 am to 5:00 pm, Monday–Friday.

Line painting will follow the paving work, along with some minor restoration along the boulevard. The project is expected to be completed by the end of May.

Thank you for your patience during the watermain replacement.


UPDATE FOR FEBRUARY 21

The project will recommence on Monday, March 3 and is scheduled to run until mid-May 2025.

The work will again result in single lane alternating traffic along Westsyde Road (construction zone from Inskip Road to Riverview Road). The speed limit within the construction zone will be reduced to 50km. Please obey all traffic control personnel and signage when travelling in the area.


2024 PROJECT UPDATE

The project is now winding down for the winter season and will recommence in spring 2025 (approximately March).


PROJECT SCOPE

The City of Kamloops has contracted BA Dawson Blacktop Ltd. to replace a portion of the watermain and all water services from Inskip Road to Riverview Road.

HOURS OF WORK

We are advising residents that this work is scheduled to begin on Monday, August 26, 2024, with completion anticipated for Spring 2025.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some weekend work required.

RESIDENT IMPACTS

During the project, water service disruptions will occur. Impacted residents will receive advanced notification when any planned water shutoffs are scheduled.

During construction, dust control measures will be in place, as heavy vibratory equipment will be used. Pack up fragile items to protect them from damage due to vibration. Expect noise disruptions from construction equipment.

TRAFFIC IMPACTS

Traffic will be single lane alternating through the construction zone. Please plan accordingly and expect delays. Exercise caution in the construction zone and obey all traffic control signage and personnel.

UPDATE FOR MARCH 25

As part of this project, drainage upgrades to the curb, gutter, and sidewalk at the entrance to 1441 and 1415 Hillside Drive will be modified to prevent overland flow onto private property. Portions of the sidewalk will be removed and replaced, the wheelchair ramp will be relocated to the west side of the sidewalk, including a short concrete path, and a driveway crossing with barrier, curb, and gutter will be installed. Any landscaping that is disturbed will be restored to match the existing landscaping.

This work is scheduled to run from April 1-25. Expect some disruption to road traffic, construction noise, vibration, and dust.

Access in and out of the entrance at 1441 and 1415 Hillside Drive will be maintained during construction, but work is likely to cause slowdowns entering and exiting the businesses.


UPDATE FOR DECEMBER 19

The Cascades Detention Pond Expansion Project will recommence during the week of January 6, 2025, and is expected to end in spring 2025.


UPDATE FOR OCTOBER 9

This project is now on pause until November when work will recommence.


PROJECT SCOPE

The City of Kamloops has contracted Extreme Excavating to expand the Cascade Storm Pond located southeast of the intersection at Hillside Drive and Cascade Street to increase flood capacity and drainage pipe size, as well as perform outlet structure improvements. We are advising residents that this work is scheduled to begin on Monday, August 19, 2024, with completion anticipated for mid-February 2025.

HOURS OF WORK

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm.

RESIDENT IMPACTS

Select residents along Hillside Drive and Cascade Street are being asked to remove any personal items (ie. vehicles, boats, trailers, wood piles, etc) from within the construction zone.

During construction, dust control measures will be in place, as heavy vibratory equipment will be used. Pack up fragile items to protect them from damage due to vibration. Expect noise disruptions from construction equipment.

Garbage collection will not be affected.

TRAFFIC IMPACTS

With the exception of heavy truck traffic in the area, there will be no major traffic impacts as a result of this project.

PROJECT SCOPE

The City of Kamloops has contracted Extreme Excavating to replace two air valves along McGill Road as part of the Dalhousie Trunk.

We are advising impacted properties that this work is scheduled to run from February 24-28, 2025.

PROPERTY IMPACTS

Construction teams will locate utilities, dig, remove, and replace air valves, and then backfill and restore disturbed soil on City property.

During construction, vibratory compaction equipment may be used. There may also be noise disruption and dust due to equipment on site. Some properties may be without water on February 26, 2025. These properties will be notified.

TRAFFIC IMPACTS

During installation of two air valves, minor traffic impacts may occur along the south side of McGill Road close to Beattie Elementary School.

A small portion of McGill Road will be intermittently reduced to single lane traffic by 445 McGill Road. A portion of the parking lane across from Beattie Elementary School will also be impacted by construction work. Two-lane, two-way travel will be maintained during morning drop-off and afternoon pick-up times at Beattie Elementary School to reduce the impact on school bus and parent pickup/drop-off access.

Please obey all traffic control personnel and signage when travelling in the area.

PEDESTRIAN IMPACTS

The south sidewalk will be closed during the work. Pedestrians are asked to follow signage.
