Update for February 24

24 February 2026

Momentum is building for the Kamloops Centre for the Arts Project!

To support the next steps in this exciting project, traffic lanes and parking stall lines in the vicinity are being adjusted to accommodate a growing work site.

4TH AVENUE SEWER UPGRADES PROJECT IMPACTS | EARLY MARCH TO MID-MAY 2026

Please be advised of additional temporary impacts on 4th Avenue as a result of utility work and the recommencement of

the 4th Avenue Sewer Upgrades Project:

  • Effective immediately, crews will be working on 4th Avenue from Seymour Street to St. Paul Street resulting in the
  • closure of 4th Avenue within that block. This work is related to moving traffic signal equipment for the KCA site.
  • On March 2 until mid-April, the 4th Avenue closure at Seymour Street will expand to mid-block between St. Paul Street
  • and Battle Street, with impacts to east/west movement as well.
  • From mid-April to the completion of the project in mid-May, the closure extent will be shortened to St. Paul Street to
  • Battle Street only.
  • During the work, pedestrian and business access will be maintained on 4th Avenue.

All timelines are subject to change and weather dependent. Road closures will be in effect 24 hours a day, 7 days a week.

Construction is scheduled to occur Monday through Friday, 7:00 am–5:00 pm, with the possibility of some weekend work required. Overall project completion is expected in mid-May 2026.

NOTE: at a later date to be determined, crews will need to return to 4th Avenue and Victoria Street to replace brickwork. Further details on timing and impacts will be shared as soon as they are available.

PARKING AND IDLING MANAGEMENT

The City is aware of concerns about parking and vehicle idling near the Kamloops Centre for the Arts construction site and is actively addressing them.

To reduce impacts in the neighbourhood, construction vehicles are required to limit idling in accordance with the City’s Good Neighbour Bylaw and to minimize long-term use of nearby on-street parking, which is in high demand for residents and local businesses.

Steps are being taken to reduce pressure on local parking, including encouraging carpooling and off-site parking for construction crews, as well as securing additional satellite parking locations.

These measures are part of the City’s ongoing efforts to manage impacts and respond to community concerns throughout the duration of the project.
