City’s New Digital Permit Application System Modernizes Building and Development Process

The City’s Development, Engineering, and Sustainability Department is pleased to announce the launch of ePermit, a major project undertaken in 2025 to make it easier for homeowners, builders, developers, tradespeople, and registered professionals to apply online for building and other related development permits. Currently, 21 permit application types are available through ePermit.

ePermit streamlines services by integrating with MyCity, an existing secure online interface that allows residents and business owners to digitally access and manage accounts for utilities, property taxes, and dog and business licences.

Through ePermit, users can now digitally submit and pay for their applications 24/7. Through enhancements to MyCity, customers can now view and submit documents and track and manage their permits from application to completion.

Customers can view real-time status updates and receive notifications as their permit progresses towards approval. Prompts throughout the application process help ensure users include all required information and documentation to complete their application.

“The ePermit project significantly improves the customer experience through key efficiencies gained by transitioning to an online service delivery model. We have heard our customers loud and clear over the years, and we are thrilled to be launching this online option for them,” said Marvin Kwiatkowski, the City’s Development, Engineering, and Sustainability Director.

“Managing the full life cycle of permits online will result in increased transparency, improved communication, and faster processing times,” Kwiatkowski added.

Through ePermit, users will be able to:

  • Apply for various types of building and planning permits and submit other requests, including:
    • residential building, retaining wall, plumbing, swimming pool, demolition, commercial building, and residential multi-family dwelling permits; building information requests; and more
    • sign, development, development (and minor development) variance, and subdivision permits; rezoning applications; and zoning information requests
  • Upload all required and pertinent documentation and drawings for their project
  • Easily access, check, and track the status of their application
  • Manage and coordinate multiple building permit applications throughout the city
  • Access documents related to their building or planning projects
  • Access multiple resources, such as user guides and checklists, to help identify what documents and approvals are needed and to support their application

A self-serve help kiosk will be available in the lobby of the Development, Engineering, and Sustainability building at 105 Seymour Street for users requiring assistance with completing their online application.
