MYTH: If these projects are cancelled, the City can use the borrowed funds elsewhere.

FACT: Municipalities are required to seek public permission for loans or commitments beyond five years. Approval is specific to the item in question and cannot be transferred to build something else. Cancelling these projects would mean all costs already incurred for these projects, as well as any legal costs or contract and delay claims would need to be covered through taxation.

For the City to introduce another project, a new series of approvals from Council, the province, and the public would need to be undertaken.
