Following the 2021 interface fire that prompted many residents of Juniper Ridge to evacuate, the City of Kamloops has been working to secure a second permanent road out of the Juniper neighbourhood by extending Qu’Appelle Boulevard westward to Rose Hill Road.
At the Regular Council Meeting on November 4, 2025, Council adopted the Qu’Appelle Boulevard Extension Development Works Agreement Bylaw No. 47-101, 2025, authorizing a Development Works Agreement to fund the extension of Qu’Appelle Boulevard through both undeveloped lands owned by Juniper West Developments Ltd., and public land.
When complete in 2027, the road will include two paved travel lanes, a multi-use pathway, and streetlighting.

Commitment to Protecting the Local Environment
The project is located within dense vegetation and a highly active wildlife area. To ensure responsible construction, the City is following a detailed Environmental Management Plan that outlines measures to:
- reduce the potential for environmental impacts;
- guide clearing, earthworks, and rehabilitation activities;
- protect native vegetation, bird habitat, and local wildlife; and
- minimize erosion and sedimentation throughout construction
Site Restoration Plans
Once construction is complete, all disturbed soils—including cut areas and embankment slopes—will be reshaped, raked, and prepared to support new plant growth. This restoration process helps protect against erosion, encourages natural regeneration, and ensures long-term environmental stability in the project area.
