Flood Plain Mapping and Flood Hazard Development Permit Area Added to Draft Official Community Plan

Upon further internal review, the draft 2025 Official Community Plan has been updated to include new flood plain mapping and a Flood Hazard Development Permit Area to support public safety adjacent to the South Thompson River, the North Thompson River, the Thompson River, Kamloops Lake, and Peterson Creek.

Under the proposed guidelines, all new development activity (e.g. commercial, residential, and institutional) will need to be built above the minimum flood construction level and comply with flood plain setbacks, except where an exemption applies. Where the flood construction level cannot be practically achieved, the City may consider relaxing the flood plain elevation where a registered professional engineer provides a report confirming that the land may be safely used with a reduced flood construction level and/or an architect provides a report detailing measures that will be used to flood proof the building to mitigate risks to life and property.
