City Council Authorizes First and Second Reading of Official Community Plan 2025

On November 4, Council gave first and second reading to Official Community Plan Bylaw No. 68, 2025, and authorized a Public Hearing on December 9, 2025.

Proposed changes in Official Community Plan Bylaw No. 68, 2025, compared to the current Official Community Plan Bylaw No. 46-1, 2018, include updated land use policies and designations to focus growth in town centres and mixed-use areas.

Bylaw No. 68 divides the existing Urban land use designation into Low-Rise Urban, Mid-Rise Urban, and High-Rise Urban. It also divides the current Commercial land use designation into Local Commercial, Highway and Service Commercial, and Mid-Rise Commercial. These distinctions provide clearer guidance on how the City should accommodate growth.

Rezoning applications which are not consistent with the Official Community Plan’s land use designations will require an Official Community Plan amendment and public hearing to provide greater transparency to the public in land use decision-making. Future development areas have been updated to reflect recent development applications, developer interest, and feedback from the Agricultural Land Commission. The plan’s housing policies have been updated in line with legislative requirements.

The proposed plan reflects feedback received on the draft plan presented to Council in September. Engagement on the draft plan included a request for public feedback on the Let’s Talk KAMPLAN web page and meetings with the KAMPLAN Advisory Group, Tḱemlúps te Secwépemc, the Canadian Home Builders’ Association Central Interior, and the Agricultural Land Commission. A legal review was also completed.

The public hearing is scheduled for December 9, after which, Council may provide third reading and adoption to meet the legislative deadline to update the Official Community Plan by December 31, 2025.
