The City wishes to address the concerns shared regarding the Sifton Lane Sewer Main Upgrades & Highway 5A Multi-Use Pathway project.

Following consultation with multiple stakeholders, construction on the project began in early September 2024, at which time residents raised concerns about the impact on a noise-reducing berm located between Sifton Lane and Highway 5A. In response, the City quickly organized an on-site meeting with concerned residents. In that meeting, the City learned that some residents felt communication on the project, especially the pathway portion, could have been improved. In particular, some residents were unclear on potential impacts to the berm. Valued as a noise barrier, the berm was a priority for these residents, who preferred the pathway be placed closer to Highway 5A.

Following this meeting, our team reviewed the design and confirmed that the current pathway location best meets project objectives with regards to safety, user experience, and separation from the highway. However, to address noise concerns raised by residents, the City adjusted the pathway height to restore much of the berm's noise-attenuating effect. This decision was communicated to residents in a letter on October 4, 2024.

The revised design is still in progress and construction continues on site. Please note that the current ground level does not reflect the final design. Significant material will be removed to establish a proper subgrade, ensuring the pathway’s quality and durability. The multi-use pathway is scheduled for completion in spring 2025.

The City recognizes that communication on this project could have been improved and we are reviewing our processes to enhance resident engagement in future projects.
