Phase 2: March 21–Late June 2023

Extreme Excavating will recommence work on the Highland Road Upgrades project with crews working on the west side of Highland Road from south of the Valleyview Arena to Valleyview Drive, conducting locates for underground utilities.

TRAFFIC IMPACTS

Please obey all traffic control personnel and equipment when driving in the vicinity of the construction. Driveway access to residences and businesses will be maintained throughout the project. Pedestrian access will also be maintained. Emergency services will have priority access through the construction zone.

Traffic detours may be in effect and transit will be impacted. Please check the links on the side menu bar for the most recent traffic and transit impacts.

RESIDENT IMPACTS

Throughout the construction period, vibratory compaction equipment may be in use; therefore, any fragile items should be packaged or protected from damage due to vibration. There may also be noise disruption due to equipment on site. Garbage collection will not be affected.


Phase 1 was completed in 2022 and encompassed the following scope of work:

  • installation of new water and sewer mains, including services from Highway 1 to Valleyview Arena Road;
  • installation of new sidewalk from Highway 1 to Valleyview Drive;
  • installation of new streetlights and traffic signals at the intersection of Highland Road and Valleyview Drive;
  • repaving of asphalt on Highland Road from Highway 1 to just south of the Valleyview Arena Road booster;
  • repaving of asphalt on Flamingo Road from Highland Road to Glenwood Drive; and
  • installation of new water lines south of the Juniper Booster station.

Careful consideration was given to the timing of this project, which will be completed in phases to help ease the impacts to traffic and potential high fire hazard seasons. For information regarding Emergency Egress Routes, please click here.

    Tuesday, March 21 through Friday, March 24, Extreme Excavating will recommence work on the Highland Road Upgrades project with crews working on the west side of Highland Road from south of the Valleyview Arena to Valleyview Drive, conducting locates for underground utilities.

    Construction hours are 7:00 am to 5:00 pm. Traffic control signage and personnel will be in place. Motorists are reminded that the active construction zone is 30 km/hr.

    Emergency vehicles will be given priority access through the construction zone.

    While every attempt will be made to minimize the impact on motorists and transit users, delays should be expected. Thank you for your patience.

  • New Signal Coming to Highland Road and Valleyview Drive

    Drivers, pedestrians, and cyclists are advised that a new traffic signal will soon be activated at the intersection of Highland Road and Valleyview Drive. The new signal will enhance the safety and capacity of the existing four-way-stop-controlled intersection as part of a larger infrastructure project in the area.


    Upgrading this intersection from a four-way stop to a traffic signal was identified in the 2019 Valleyview Drive Corridor Safety Study and is supported by national guidelines set out by the Transportation Association of Canada as the new signal is expected to significantly increase mobility and safety for all road users at the intersection.

    To help road users be aware of the new signal, it will start with a red flashing light in all directions for 72 hours, beginning on Wednesday, December 14. During this time, drivers will still be required to come to a complete stop as they would at a four-way stop. After 72 hours, the signal will go into normal operation. As part of the signal system installation, emergency vehicle pre-emption and vehicle detection will provide efficient signal timing for varying traffic volumes throughout the day.

    Signal operation and timing may require fine-tuning once the new signal is in operation, and road users may experience some congestion on their daily route while these adjustments are worked out.

    Extreme Excavating is currently preparing the construction site for winter shutdown. Crews are completing the installation of the new traffic signals at the intersection of Highland Road and Valleyview Drive. These signals will become operational later this year.

    Crescent Drive (east and west) at Highland Road has been re-opened to traffic. Transit has returned to its regular routing on Highland Road. All bus stops are back in operation.

    Extreme Excavating will return to the site in spring 2023 to complete any outstanding work for Phase 1 (Highland Road from HIghway 1 to Valleyview Drive) and to start Phase 2 work (Highland Road from Valleyview Drive to Valleyview Arena).

    Outstanding landscape restoration of impacted properties and boulevards will take place in spring 2023.

  • Update for October 24

    On Monday, October 24 (weather permitting), crews will lay the top lift of asphalt on Highland Road between Flamingo Road and Valleyview Drive. During paving, Highland Road will be closed to all motorists, with the exception of residents living within the construction zone.

    During the week of October 24, crews will continue prep work for the new east-side sidewalk, as well as continue to install bricks, irrigation and trees in the centre median.

    Installation of the traffic signals at the intersection of Highland Road/Valleyview Drive also continues. The traffic signals are scheduled for full activation by the end of November.

    Phase 1 - Highland Road Between Valleyview Drive and Highway 1

    Crews are nearing completion of the water main work on Phase 1 of the Highland Road Upgrades project. Site preparation for the new east side sidewalk continues. Work in the centre median (installation of bricks, irrigation and trees) will take place mid/late October.

    Surface restoration and roadworks are underway in preparation for paving. Weather permitting, the bottom lift of asphalt on Highland Road is tentatively scheduled to be laid October 6 or 7, followed by the top lift of asphalt the week of October 24. During paving days, motorists should expect some delays.

    This week, crews began installation of the traffic signals at the intersection of Highland Road/Valleyview Drive. This will be completed in Phase 1.

    During Phase 1 work, Highland Road remains open to traffic, one lane each direction. Crescent Drive at Highland Road remains closed to all traffic.

    Flamingo Road utility work, regrading and repaving is complete.


    Phase 2 - Highland Road Between Valleyview Drive and Valleyview Arena

    Phase 2 (installation of new water lines; repaving), has been postponed until Spring 2023.

  • Flamingo Road Paving - September 15

    Please be advised that Extreme Excavating will be paving Flamingo Road and a portion of the Frontage Road on Thursday, September 15. Paving will take place from approximately 7:00–5:00 pm.

    On paving day:

    • Flamingo Road residents and businesses are asked to park off site prior to the 7 am start time and during the day, if at all possible. Valleyview Square shopping mall has generously offered parking in the east end of their lot (near the Glenwood Drive entrance to the mall).
    • Flamingo Road between the HIghway Frontage Road and Highland Road will be closed, with the exception of Flamingo Road local traffic; however, delays should be expected. Driveway accesses will be maintained, with the exception of when the paving machine is travelling past the driveway.
    • There will be no on-street parking allowed on Flamingo Road.
    • Traffic control personnel will be on site to direct traffic and pedestrians.

    Flamingo Road Work Starts September 1

    Be advised that crews will start work on Flamingo Road on September 1. Work will include regrading, repaving and some utility work. To accommodate the work, from September 1 through September 15, Flamingo Road between the Highway Frontage Road and Highland Road will be closed to all traffic, with the exception of Flamingo Road local traffic. Flamingo Road residences and businesses can be accessed via the HIghway Frontage Road/Glenwood Drive or Highland Road.

    There will be no on-street parking allowed on Flamingo Road during the closure.

    Traffic control personnel will be on site to direct traffic and pedestrians.

    Other Road Closures and Access

    Crews are continuing work on Highland Road, between Valleyview Drive and HIghway 1. Highland Road is open to traffic with one lane in each direction.

    Crescent Drive at Highland Road remains closed to all traffic.

    The Highway 1 eastbound off-ramp and the westbound left turn exit to Highland Road are reopened to all traffic.

    Transit

    Highland Road Upgrades Project

    ROAD CLOSURES AND SCHEDULED NIGHT WORK | THURSDAY, AUGUST 25

    Be advised that from approximately 9:00 am Thursday, August 25 to approximately 6:00 am Friday, August 26, Highland Road, between Highway 1 and Valleyview Drive, will be closed to all traffic, with the exception of Highland Road residents.

    Crews will be paving Highland Road between Highway 1 and Flamingo Road. In order to carry out the paving on the highway on and off ramps, this portion of work must be carried out at night. Residents in the area are advised that the night work will involve some noise and lights due to the use of heavy equipment. We apologize for the disruption and we appreciate your understanding.

    During the day, in addition to paving, crews will also be removing a large tree from the Highland Road east side boulevard, as well as completing some of the water and sanitary service connections on the east side of Highland Road.

    Road Closures and Access For Thursday, August 25

    Highland Road residents living between Highway 1 and Valleyview Drive will access Highland Road from Valleyview Drive.

    Flamingo Road between the Frontage Road and Highland Road will be closed to all traffic, with the exception of Flamingo Road local traffic. Flamingo Road residences and businesses will be accessed via the Frontage Road or Glenwood Drive.

    The Highway 1 Frontage Road at Highland Road will be closed. Residents will access the Frontage Road (east of Highland) via Park Drive.

    Crescent Drive at Highland Road remains closed.

    The Highway 1 eastbound off ramp and the westbound left turn exit to Highland Road are anticipated to be reopened to all traffic on Saturday, August 27.

    Transit

    Transit Routes 16 and 17 will be impacted and will be detoured from Highland Road. Visit BCTransit.com/Kamloops and check advisories for detour route and temporary bus stops.

    On Tuesday, July 5, crews will mill the asphalt in the southbound (west side) lanes of Highland Road between Valleyview Drive and Hwy 1 in preparation for the water and sewer main work. Traffic will be moved to the northbound (east side) lanes of Highland Road (one lane each direction). Traffic control personnel will be in place to assist pedestrians and motorists.

    The remainder of the week, crews will begin work on the sanitary main replacement, starting near Flamingo Road working south on Highland Road. Note that from July 4 through July 15, the Hwy 1 eastbound off-ramp and the westbound left turn exit to Highland Road will be closed to all traffic to allow for this work adjacent the highway.

    While every attempt will be made to minimize the impact on residents, businesses, motorists, pedestrians, and transit users during construction, delays and congestion are inevitable and should be expected. Thank you for your understanding.

    Crews will be mobilizing on site starting June 23.Work will be starting on the section of Highland Road between Highway 1 and Valleyview Drive. Traffic will be reduced to one lane in each direction on this section of road. Transit stops will be temporarily closed, as will the crosswalk at Crescent Drive. Please use caution when driving in the area, obey the construction zone speed limit, and expect delays.
