This is a draft design concept for a key opportunity site with redevelopment potential in the Downtown. The civic plaza aerial view of the 400 block between Victoria Street and Seymour Street looking south includes the following design concepts: civic plaza between the Plaza Hotel and TNRD building, a year-round public market, and a mixed-use residential development on the former Value Village site. The civic plaza would act as a community gathering place and could include public amenities such as outdoor seating, spray park/skating rink, outdoor cafes, and a civic building with public washrooms that may include public meeting rooms or gallery space.
Connected to the plaza is the public market concept, which would feature local and regional farmers, artisans, crafters, and other vendors on a year-round basis. Adjacent to the public market is a proposed concept for a mixed-use mid-rise residential development (~ 6 storeys) that would feature one to two-storeys of commercial to animate Seymour Street and provide amenities for residents and office workers in the Downtown. The building would be oriented north-south to maximize access to daylight and views.
